The seminar on the commission was initiated by former Kadima MK Amira Dotan, who chaired the Knesset committee that led to the commission's creation.
Law Professor Suzie Navot explained the inquiry to expellees. The very establishment of a commission of inquiry means the government is admitting that mistakes were made, she said.
The government customarily applies the findings of such commissions, she said, but is not required to do so.
