
The Counter-Terrorism Division of the National Security Council (NSC) published a comprehensive travel warning report on Monday. The governmental advisory was released at this time to assist those many Israelis who are planning to use the extended Passover holiday next month for overseas travel.
The threat to Israeli Jews abroad includes the Hizbullah intention to kidnap or otherwise harm Israelis in retaliation 
Israelis are advised to avoid any travel to these areas, all of which have a majority Muslim population.
for the assassination of Hizbullah terror mastermind Imad Mighniyeh in February 2008. Israeli businessmen, especially those with contacts in Arab or Muslim countries, are specific targets of Hizbullah agents, the NSC said.
The NSC advisory said that all Israelis traveling in foreign countries should be on alert for suspicious situations and individuals, as well as maintaining security precautions when making appointments abroad. To avoid potential abduction scenarios, Israelis are advised to reject any tempting or unexpected offers, to refuse meetings that are not prearranged and travel with unknown escorts, as well as contact with suspicious or unexpected visitors. Abduction countermeasures recommended by the NSC also included avoiding discernible routines such as fixed travel times, routes or destinations, as well as changing hotels if extended stays in the same place are necessary.
Specific countries with a "very high and concrete terror threat," according to the NSC, include Iraq, Sudan, Syria, Lebanon, Somalia, Yemen, Iran and Afghanistan. Regions with a similarly high threat level include Algeria, Djibouti, Saudi Arabia, Indonesia, Malaysia, Pakistan, Indian Kashmir, the Mindanao island in the Philippines, the Russian republic of Chechnya, and the Egyptian Sinai Peninsula. Israelis are advised to avoid any travel to these areas, all of which have a majority Muslim population, while those Israelis currently in these regions are advised to immediately leave.
What the NSC called a "basic and concrete" terrorism threat currently exists in Kuwait, the United Arab Emirates, Tunisia, Qatar, Morocco, Bahrain, Egypt and Jordan. Israelis are urged to avoid visiting these countries, the NSC said. The government agency added that there is a similar threat level in northern Nigeria, on the Kenyan coast, in several locations in Thailand, and on the Malaysian border.
While visitors are under less immediate threat, Libya, Oman, Bangladesh, Kenya, Nigeria, Tajikistan and Mauritania are still considered dangerous for any non-vital trips, according to the NSC advisory.
Turkey, a popular Israeli tourist destination, as well as the Philippines, Thailand and Uzbekistan, are all currently facing the threat of "chance terror attacks," the NSC said. Israelis traveling to these countries are advised to take special precautions and to maintain awareness of their surroundings. Regarding Colombia, South America, the NSC recommended that Israeli Jews hide their identity, to travel by air or stick to main roads, and to travel only in daylight hours insofar as possible.
In recent briefings issued by the Institute of Terrorism Research and Response (ITRR), a private organization, Israeli security analysts said that "jihadist communications over recent months indicate that the location of a coming large-scale attack by Al-Qaeda or an affiliate group is likely to be Egypt or the Arabian Peninsula." ITRR specifically noted that Al-Qaeda has shifted focus to Saudi Arabia and Yemen because it sees these areas as "ripe for violent Islamist regime change." Egypt is on the jihadist radar for what is seen by the terrorists as the Mubarak regime's collaboration with Israel in the ongoing confrontation with Hamas-controlled Gaza.
