Former Commissioner of Prisons Orit Adato explained how terrorist prisoners are different from regular criminals in an interview with INN TV. “You have to always be two, three, four, five steps ahead of them,” she said.

Terrorists often behave while in prison because they hope that by doing so, they will be considered for release in a prisoner exchange, Adato explained. She expressed her concerns regarding early terrorist release.

Adato also discussed the terrorist hierarchy within Israeli prisons and the steps she and her fellow prison workers took to prevent arch-terrorists from influencing the general prison population.
