Pro-Arab British are protesting the British embassy's proposal to rent three floors in a Tel Aviv building owned by billionaire Lev Levayev because he financially backs a Jewish presence in Judea and Samaria

The British embassy is negotiating to rent three floors in the high-rise Kirya Tower owned by Africa-Israel Investments, owned by Levayev, who recently moved from Israel to London to manage his operations.

Daniel Machover, of the British-based Lawyers for Palestinian Human Rights, wrote the London Independent that renting space from the nationalist is "tantamount to Her Majesty's government condoning Israel's settlement building supporting clear violations of international law, which in some cases [amounts] to grave breaches of the Fourth Geneva Convention, and hindering the possibility of peace in the Middle East."

Levayev has contributed generously to the Land Redemption Fund that helps buy land for Jews in Judea and Samaria.  

Machover stated that the advisory opinion issued by the International Court of Justice in 2004 told third parties they "are also under an obligation not to render aid or assistance in maintaining the situation created by such construction" by Jews in the areas.

Human Rights activists have castigated an Africa-Israel construction company for building homes in Modi'in Illit, located in Samaria, and the United Nations Children's Fund UNICEF recently announced it would not accept contributions from Levayev following protests from the pro-Arab lobby Adalah.

The British embassy earlier this year was embroiled in another issue involving the invitation of three Jews from Judea and Samaria to an embassy reception in honor of the Queen's birthday. The embassy originally rejected protests from Palestinian Authority officials, stating that it was important to hear different views.

However, the embassy reversed its stand following a protest from a Pro-Arab Member of Parliament and declared that no Jews from Judea and Samaria would be invited to future embassy events.
