A core group of the Moshavim Movement will begin establishing the first of the five planned Halutzah Sands settlements this Wednesday. The new community will be called Be\'er Milka, and will be part of the Ramat HaNegev Regional Council. The government decided several weeks ago to settle the Halutza area, adjacent to the Egyptian border southeast of Gaza, after the Barak government had raised the possibility of giving it over to the Palestinian Authority.
The core group, numbering 15 members from moshavim (cooperative communities) from all over Israel, will first move into the community of Kmehin, some 20 kilometers to the south, and will learn first-hand how to establish an agricultural infrastructure. Another group of future Be\'er Milka-ites will live first in Kadesh Barne\'a, near Kmehin, and will move to the new site when it is ready. Be\'er Milka will become the first new moshav to be established by the Moshavim Movement since Kmehin was started 13 years ago. The new community will be based on industrialized agriculture, using desalinated water to raise fish and grow flowers, vegetables, and olives.
