UN Debate: Must Israel Withdraw, Or Should Israel Withdraw?

The UN Security Council voted not to accept a resolution last night to condemn Israel for its recent incursions in PLO-controlled areas. The U.S. would have been willing to accept a mere condemnation of Israel, but did not agree to accept the other members\' demand for a resolution demanding that Israel unconditionally withdraw under international law. No proposal to condemn the Palestinians for their violence, leading to Israel taking steps of self-defense, was even considered by the Security Council.
