Attorney General Menachem Mazuz said that MK Esterina Tartman's statements against the appointment of an Arab Cabinet minister were not of a criminal nature, and that she would not be indicted. Released for publication: Six weeks ago, on Feb. 4, an IDF force arrested three Hamas terrorists from the Ramallah area who attempted to kidnap Israeli citizens at the Eli junction in southern Samaria. The three, each about 20 years old, admitted that their attempt, which was foiled by the alertness of one of the intended victims, was designed to hold hostages who could be used to obtain the release of Palestinian terrorists imprisoned in Israel. They said they had bought guns and a stolen car, and planned to hide their hostage in a cave near their home.

The Shabak (General Security Service) notes that during 2006, a rise in such kidnappings - both attempted and successful - was registered.
