Housing Minister Binyamin Ben-Eliezer wants to, as his job title implies, create some “facts on the ground” before his government’s apparent downfall in tomorrow’s election. A day before the election, he plans to approve a construction program for this year calling for an increase of 80% in Arab construction and a reduction in community development in Judea and Samaria. A new Housing Minister will be able to make changes in the plan only to the extent that the money has not yet been allocated.
