Police Chief Moshe Karadi called on Monday night for traffic police, criminal identification teams, emergency response teams and civilian services to assist residents in their re-settlement.



Northern communities have already begun rebuilding destroyed homes and businesses, filing damage claims for compensation funds and preparing children for the new school year.



Not every community was encouraged to resume its routine, however. The Home Front Command said wartime conditions and instructions will still apply to most towns in the north for the time being. Exceptions to this rule were the towns of Tiberias, Ramat Yishai, Nazereth, Nazereth Illit (Upper Nazareth), Afula, Migdal HaEmek and Kiryat Tivon.



Northern Command Chief of Staff Brigadier General Alon Friedman announced “Reserve forces will be released in the first phase, and soldiers in compulsory service will remain until the end of IDF mission.”



Even as northern communities began the long process of resuming their normal routines, residents in the south remained on alert for a return to “normal” routine as well --- resumption of Kassam rocket attacks and inter-group fighting among terrorist organizations in Gaza.



On Monday evening, Palestinian Authority terrorists kidnapped two foreign journalists from the Fox News network, according to the Ynet news service.

The PA condemned the kidnapping and demanded the kidnappers immediately return their hostages, saying that the grab harms the reputation of the Palestinian people.



Terrorists also fired an anti-tank missile at IDF soldiers near the Erez border crossing with Gaza, and troops discovered a cache of four explosives planted next to the security fence at central Gaza. Sappers detonated the cache in a controlled explosion. In addition, two Kassam rockets landed next to the security fence. No one was injured and no damage was reported.



Two “Grad” rockets were fired at the southern coastal city of Ashkelon on Monday morning, sending four people into shock. The rockets landed in the marina. The Director-General of the city’s Barzilai Hospital called for anti-Grad missile protection after the attack, noting there was still no bomb shelter at the hospital to take patients in case of an attack. “I don’t want to think what would have happened if the rocket had landed on the Emergency Room,” he said. “The Finance Minister should wake up and give us a solution.”



In another rocket attack, terrorists fired a Kassam at southern Israel. It landed in a greenhouse in Kibbutz Netiv Ha’asara. No injuries were reported.
