The Wall Street Journal reports that European countries are formulating a plan to establish a broad coalition that would help free shipping in the Strait of Hormuz, including sending vessels to clear mines and additional naval forces.
According to the report, the move is expected to be implemented only after the end of the war, and it may not include the United States.
