Ukraine’s Energy Minister, Denys Shmyhal, said that a power plant in the eastern suburbs of Kyiv was severely damaged as a result of Russian strikes, prompting officials to divert resources toward restoring the heating system for thousands of residents.

He said that this constitutes a “war crime," as the sole purpose of the power plant is to provide heating to the civilian population. Shmyhal added that repair work is expected to take “a considerable amount of time."
