US President Donald Trump stated that his administration plans to update Congress regarding actions against drug cartels operating in Venezuela, but clarified that he does not believe a “declaration of war” is necessary.
Speaking with reporters at the White House, he also hinted at the possibility of ground operations in Venezuela, noting that the drugs enter through land.
