Musa Abu Marzouk, a member of Hamas’s political bureau abroad, says that there is a Security Council decision stating that the Gaza Strip should be rebuilt, and “we believe that Israel is primarily responsible for the destruction of the Strip and must bear all the costs of rebuilding the Strip.”
