Negotiations to free hostages: Qatar promised to remove Hamas leaders - and didn't do it

Qatar should have announced that if Hamas did not progress towards prisoner swap deal, its leaders would be removed from Doha - but failed to keep its commitment, or to explain the decision to backtrack.
