Is a Palestinian Arab-run factory building the IDF's bomb shelters?

Otniel residents were surprised to discover the bomb shelter factory outside their village. According to them the contractor, who works for the military, is a Palestinian Arab. The IDF and Defense Ministry deny those claims.
