In an opinion by dozens of top international law experts in Israel and around the world prepared at the request of the headquarters of the campaign for the the return of the kidnapped hostages, it was determined that the actions of Hamas during the Simchat Torah massacre are crimes against humanity and war crimes.

The opinion is signed by senior experts from the most important universities in the world - including Oxford, Harvard, King's College, and Columbia University, as well as senior international jurists in Israel.

The experts come from many countries such as the USA, Great Britain, Germany, Poland, and Israel. The opinion states, among other things, that "taking hostages is defined as a war crime" and that "according to the rules of international law, Hamas must provide information about the abductees, including information about their medical condition."
