The Knesset on Monday evening approved in a first reading the Passports Law, which would permit the Interior Minister to refuse to grant an Israeli passport to an immigrant who has not yet settled in the country and grant him a temporary certificate instead.
31 Knesset members supported the proposal and 24 opposed it.
