President Reuven Rivlin will speak on Sunday at the annual 'Ner Yitzhak' memorial ceremony for former Prime Minister Yitzhak Rabin, who was murdered twenty years ago.

The Yisrael Hayom daily reported this morning that during his speech, Rivlin will announce his refusal to grant Yigal Amir, Rabin's assassin, a presidential pardon during his tenure.

Rivlin is expected to quote from a sketch on the satirical program "Hahamishia Hakamerit," which aired shortly after the murder.

In the sketch, Yigal Amir, portrayed by actor Rami Heuberger, proclaims from his jail cell: "In 20 years, I will be pardoned."

Rivlin will emphasize that despite his opposition to the Oslo Accords at the of time of the assassination, Yigal Amir will never return to the free world while he is president.
