Diaspora Affairs Minister Nachman Shai (Labor) has insisted that the majority-Arab Joint List will not join the coalition.
"Ayman Odeh is not going to be a member of this coalition. That should be clear - someone with his views cannot be," Shai told Galei Tzahal.
"I don't know who our future partners will be, but we will be doing everything we can to hold the coalition together," he added.
