State Comptroller Englman: 'Launch civil lawsuits against terrorists'

State Comptroller Matanyahu Englman referred to the government's actions against the terrorists in a lecture he gave at the College of Management Academic Studies, saying that "there is a need to launch civil lawsuits against the terrorists, including offsetting funds from the Palestinian Authority. This is an effective tool that the state does not use."
