A Russian-drafted call for aid access and civilian protection in Ukraine that did not mention Moscow's role in the crisis failed to pass at the UN Security Council on Wednesday.
A Security Council resolution needs at least nine votes in favor and no vetoes by Russia, China, Britain, France or the United States to be adopted. However, Russia and China were the only members to vote yes and the remaining 13 members abstained.
