As President Herzog spoke at an event marking 40 years since the passing of Rabbi Tzvi Yehuda Kook, cries of "Shame on you!" could be heard from the audience.

Prompting the cries was a statement by Herzog condemning a recent incident that occurred near Ramallah, in which an 80-year-old Arab was apparently left to die after a check by IDF soldiers from the Netzah Yehuda brigade.

Responding to Herzog's words, Rabbi Yaakov Shapira, the dean of the Mercaz Harav yeshiva, said: "From Rabbi Tzvi Yehuda we learned not to shout and not to cause disturbances."
