The New York Times reports that Israel gave Gulf states permission to use NSO's Pegasus spyware even before the Abraham Accords, and when Saudi Arabia's license expired, Prince Mohammad Bin Salman Al Saud directly asked Netanyahu to renew it when he authorized Israeli planes to fly over the kingdom. According to Times, both the FBI and the CIA purchased the software.
