Deputy Prime Minister and Minister of Justice Gideon Sa'ar justified at the cabinet meeting his support for the establishment of a committee of inquiry into submarines and vessels and quoted the High Court ruling from last July according to which "question marks remain, casting a shadow over the soundness of decision-making procedures in the field of vessel procurement."

According to Sa'ar, "In this case, there is no choice but to establish a state commission of inquiry both to reach the truth and to draw lessons and insights on the critical issue of defense procurement. The establishment of a commission of inquiry in this case serves the interest of maintaining state security. I do not pretend to be a judge and decide the law. That is exactly why there is a commission of inquiry. "
