According to a report in the Maariv newspaper, the Israeli defense establishment has confirmed that in recent days, progress has been made between the Palestinian Authority and Qatar regarding the mechanism for transferring funds to the Gaza Strip. However, significant issues remain unresolved regarding the specific nature of the mechanism.
A basic memorandum of understanding has been drawn up between the Palestinian Authority and Qatar, but there are still gaps in it, and the outline with Hamas and Israel has yet to be decided upon. One of the obstacles hindering a final settlement is the fear of the Palestinian banking system of a situation arising in which PA banks which are involved in transferring the funds to Gaza thereby expose themselves to potential lawsuits regarding allegations of providing funding to terrorists.
