German Chancellor Angela Merkel addressed the severe floods in Germany and Western Europe.
"The words 'heavy rains' and 'floods' do not begin to describe the situation there. It is a genuine catastrophe. I weep for the people who lost their lives. We do not know how many yet, but it will be far too many," Merkel said.
