According to a report on Channel 13 News, at this afternoon's ministerial meeting organized by the Prime Minister, officials from the Health Ministry are planning to demand that the government's "happy pass" program be applied to all enclosed spaces where over 100 people are gathered, and not just areas where people are mobile (i.e. excluding concerts etc.) as the government originally intended.
