A 48-year-old Sudanese foreigner in the southern Tel Aviv neighborhood of Neve She'anan is under arrest after assaulting an 88-year-old owner of a neighborhood shoe store.
The elderly man had a deep cut on his forearm and was transferred for hospital treatment.
