The Minister of Tourism, Orit Farkash HaCohen, and the Minister of Health, Yuli Edelstein, reached an agreement on the layout on opening and entry of vaccinated tourists from foreign countries in groups.

As of May 23, 2001, the gates of Israel will be opened in the first phase for the entry of vaccinated foreign tourists in groups, as they will be easier to monitor and manage.

Tourists will be required to undergo a PCR test before boarding, and PCR and serological tests to prove vaccination or recovery, upon arrival at Ben Gurion Airport. At the same time, they will continue to maintain contacts with the countries for agreements recognizing vaccination certificates, in order to eliminate the requirement for a serological examination.
