Iranian Foreign Minister Mohammad Javad Zarif wrote a letter to UN Secretary-General Antonio Guterres in which he demanded that the UN punish Israel following the explosion at the Netanz nuclear site.
Zarif wrote that attacking a secure nuclear site could result in the emission of radioactive substances, and therefore it is "nuclear terrorism."
