The judge who is heading the investigation into the explosion at the port in Beirut has blamed the outgoing Prime Minister, Hassan Diab, as well as a number of ministers, for incompetence and irresponsible practices that led to the tragedy, Al Jazeera reports.
Diab with the other three ministers will now be summoned for interrogation.
