The driver, a resident of Jerusalem who was arrested a week ago during a demonstration at the Prime Minister's residence, did not intend to run over protesters, Channel 12 News reported.
An indictment will be filed this week against the young man for reckless driving, threatening a police officer, and interfering with a police officer.
