The third victim of the Reading terror attack has been named by a friend as scientist David Wails.
PM Boris Johnson said he was "appalled and sickened" by the attack.
The UK Justice Ministry said it was considering tightening anti-terrorism activity including monitoring of active threats and risk assessment of released inmates.
