One of Hamas's leaders in Gaza, Mahmoud al-Zahar, said negotiations over a prisoner exchange deal with Israel were in its very early stages.
According to al-Zahar, there is a bitter debate over which terrorists are to be released and it will take a long time to formulate an agreement.
