An official from the US Immigration and Customs Enforcement Agency (ICE) said that Oakland Mayor Libby Schaaf warning of an imminent raid let more than 800 illegal immigrants avoid arrest. ICE head Thomas Homan said that Shaaf's warning was "no better than a gang lookout yelling 'police' when a police cruiser comes in the neighborhood."
