Libyan leader Muammar Qaddafi was heard on state television Sunday night calling for the Libyan people to arm themselves and liberate the country from “traitors and from NATO.”

The speech, which was broadcast in audio only with no images, was also the first time Qaddafi has spoken in public since rebel fighters launched an offensive in the area around Tripoli.

Much of the message was inaudible due to what the television station described as a “technical breakdown.”
