Stevens was spotted by state police while driving in Erie County, Pennsylvania. When the the police attempted to pull him over he fled, leading to a brief chase.

"After a brief pursuit, Stephens shot and killed himself,” Pennsylvania State Police said on Facebook.

Stephans had shot and killed Robert Godwin in a random and senseless act of violence Sunday. He recorded the gruesome killing on his phone and posted the video to social media.
