Director-General Nir Stern of the Cellcom celluar telephone service has written a letter to employees, saying, "The overall goal is to restore Cellcom to profitability and financial stability. Unfortunately, part of the program will include laying off employees. After the painful move, most of you will work in a workplace that will give you fair wages and job security."
