The Shomron (Samaria) Regional Council and the Regavim movement for preservation of state lands has demanded that the Defense Ministry's Civil Administration for Judea and Samaria supervise and enforce land-use regulations to reverse what they call recent illegal preparation of land for construction by Arabs from the village of Naqoura next to the area east of the northern Samarian Jewish community of Shavei Shomron.
