A joint effort by the Israel Security Agency (ISA, also known as the Shin Bet or Shabak) and Israel Police led to the arrested of Mahmad Najib Mustafa Nazel.

Nazel, a 33-year-old from Qabatiya, left his place of residence in 2007 and moved to Egypt in order to study in Cairo.

He belongs to the Mujahideen Brigade, which was responsible for a number of terror attacks against Israeli targets over the past few years. Most of these were in the form of rockets from Gaza, though there were also attempts to carry out attacks within Israel itself.

During Nazel's time on Egyptian soil, he acted to find and recruits students from Judea and Samaria who were studying in Egypt. He would then send the candidates for military training in Gaza and insert them into Judea and Samaria. He said that the purpose of this effort was to create a military foundation in the area.
