Iranian Foreign Minister Mohammad Javad Zarif on Wednesday claimed that the United States Congress’ decision to block visa-free travel by Iranian nationals or those who visited Iran is a violation of the nuclear agreement signed between Iran and the West.

In comments carried by the Fars news agency, Zarif stressed that the administration is responsible for resolving this issue on its own via dialogue with Congress.

"We discuss issues with the U.S. administration as the representative of the entire United States and we have nothing to do with the Congress," Zarif said, speaking in a joint press conference with his Mongolian counterpart Lundeg Purevsuren in Tehran.

"The US administration has specific responsibilities on the international scene and it should settle its internal problems in any way that it knows," he added, according to Fars news.

Zarif referred to a letter by Secretary of State John Kerry's in which he underlined Washington's efforts to nullify the approval, and said actions - and not words - will guarantee the implementation of the nuclear deal.

"If the law is fully implemented, it will explicitly violate the Joint Comprehensive Plan of Action," he warned.

Earlier this week, Iran blamed Israel for the Congress measure.

Iranian Foreign Ministry Spokesperson Hossein Jaberi Ansari said that the measure was passed "under pressure from the Zionist lobby and currents opposed to the JCPOA," in reference to the Iran nuclear deal.

With regards to the nuclear deal, however, there have been several indications that Iran has already breached the agreement itself.

In October Iran held a ballistic missile test that White House spokesman Josh Earnest admitted likely violated UN sanctions. Last week, a UN panel confirmed that Iran violated a UN Security Council resolution when it test fired the missile capable of delivering a nuclear warhead.

The UN panel’s report came days after officials told Fox News that Iran tested a ballistic missile for a second time on November 21.
