State Attorney Moshe Lador has received the report filed by the judge who conducted the official inquiry into the death of ex-Mossad agent Ben Zygier, and sees no reason to file charges against Israel Prisons Service (IPS) employees for Zygier's death while under custody.

Lador determined in his decision that "It cannot be established that the evidence proves, with the certainty required in a criminal trial, that IPS people or others negligently caused the deceased's death.

Lador noted that while there were serious mistakes in the supervision over the prisoner, the causal link between them and his ability to commit suicide is not clear.

IPS sources estimated that there would be disciplinary steps against the IPS officers involved in the snafu.
