Minister of Public Affairs and the Diaspora Yuli Edelstein (Likud) wants Defense Minister Ehud Barak to summon the Head of the Civil Administration in Judea and Samaria, Brig. Gen. Moti Almoz, and have him explain a letter he signed that contains clear bias against the Jews who live in Judea and Samaria.

Almoz's letter to Civil Administration officers urges tough action against Jewish illegal construction while suggesting no action be taken against illegal construction by Arabs.

Edelstein asked Barak to find out how much action needs to be taken against illegal Jewish construction until he feels that enough has been done. He also wants to know how Amoz's instructions jibe with official statistics that show 363 Israeli structures razed in the past year, as compared to 248 Arab ones.

Edelstein also asked: "In view of the fact that there are tens of thousands of illegal Palestinian structures, can he explain where the sense of proportion has gone?"

"On the face of it," explained Edelstein, Almoz's instructions are "strange" and "laced with clear threats to single out Jewish residents for harsher treatment." This bias, he said, could cause spirits to become inflamed.

If Almoz is not summoned to explain the matter, warned the minister, it could appear as if the officer enjoys Barak's backing.
