Britain will formally accuse Israel for allegedly cloning passports used in the murder of a senior Hamas terrorist in Dubai and probably will expel a senior diplomat, the London Telegraph reported Tuesday morning. Ordering a senior diplomat out of the country would be an unprecedented move in London.

Several of the passports belonged to British citizens and the fraudulent documents were carried by a large team that murdered Mahmoud al-Mabhouh in a Dubai hotel in January. Israel confirmed that Ron Proser, its Ambassador to Britain, was summoned to the Foreign Office on Monday and was told the results of a British inquiry.

British officials said they are not certain whether the Mossad or a military unit was responsible for the assassination but are sure that Israel cloned the passports. Israel has not confirmed or denied involvement in the assassination of the terrorist.

The inquiry concluded that the British passports were copied when they passed through airports en route to Israel and were detained for up to 20 minutes. The location of the airports was not named by the British newspaper.

The Telegraph did not identify the senior diplomat to be expelled from Britain as a protest against the cloning of the passports.
