The government’s building freeze for Jews in Judea and Samaria officially excludes public buildings, but residents in the community of Avnei Hefetz took matters in their own hands when no permit was issued for a pre-school.
They gathered for the laying of cement for the expansion of a local kindergarten and explained, “There is no time to wait".
