MK Yaakov (Ketzaleh) Katz of the National Union proposed a bill Wednesday that would apply Israeli law to residents of Jewish communities of Judea and Samaria. Ketzaleh emphasized that the law would not mean that the territory of Judea and Samaria was being annexed to the State of Israel.

The bill's explanatory notes say that it does not infringe upon the accepted principle of territoriality as viewed by modern legal systems -- a principle which determines that people living in a certain area must all be subject to the same laws. This is because the establishment of the Palestinian Authority placed the Arab residents in Judea and Samria under a different legal system.

The current situation creates an absurdity, the bill says, because the only people discriminated against [in Judea and Samaria] are the Israeli citizens who are bound by rules of income tax, property tax, etc. but do not enjoy all of the rights of Israeli citizens elsewhere.

The Knesset has already passed a series of laws that relate to the communities at Judea and Samaria, but they lacked uniformity and.were not systematic. MK Katz stated that the bill was necessary "in order to abolish the discrimination against Israeli citizens and to create a uniformity in the law, in view of the change in the region and the change in the law.”
