Summaries of the most current advisories regarding travel by Israelis worldwide are included in a biannual security report issued by the Counterterrorism Bureau of the National Security Council (NSC). The NSC is an advisory body within the Prime Minister's Office. The latest report, released August 10, 2009, was presented in a Hebrew-only version as of this writing.

The NSC document divides the travel warnings into four threat levels, as well as focusing more closely on global Hizbullah cells and on Colombia, offering detailed guidance for travelers. In addition, the NSC report includes a special section devoted to warnings against offering transportation to illegal migrant workers inside Israel.

Very High-Level, Concrete Threat

In the case of a country listed under the NSC's "very high-level, concrete threat" designation, the Counterterrorism Bureau advises that Israelis avoid all travel to the named region or, if they are already there, that they leave immediately. Countries and regions currently identified by the NSC as posing a very high-level, concrete threat to Israeli travelers are: Iran, Afghanistan, the Kashmir region of northern India, Iraq, Sudan, Syria, Lebanon, Somalia, and Yemen.

Colombia, in South America, is also listed as a very-high-risk destination. However, the NSC report provides some more in-depth guidance specifically for Israelis working for, or otherwise connected with, Colombian security services. The Counterterrorism Bureau advises that such Israelis "conceal their Israeli identity" and avoid high-risk travel within the country. To that end, Israelis are advised to prefer air travel whenever possible, and to travel only on main roads and only during daylight hours.

Half of the countries or regions listed in the "very high-level, concrete threat" category are currently in a state of war, or have significant terrorist activity by jihadist and other elements.

High-Level, Concrete Threat

Israeli travelers are advised to avoid visiting countries or regions designated by the NSC as presenting a "high-level, concrete threat". If they are already in the country, they should leave as soon as possible, but not as urgently as in the case of the "very high-level, concrete threat" designation.

States or regions in this category are: Algeria, Saudi Arabia, Egypt's Sinai Peninsula, Pakistan, Indonesia, Malaysia, the island of Mindanao in the southern Philippines, Djibouti, northern Nigeria, and the Chechnya region of southern Russia.

Basic, Concrete Threat

A "basic, concrete threat" designation means that the NSC's Counterterrorism Bureau believes Israelis should avoid travel to the named region, but provides no specific guidance for those already there.

The states in this category are: Kuwait, the United Arab Emirates, Qatar, Bahrain, Morocco, Tunisia, Egypt, Jordan, and Chad. In addition, two regions are designated by the NSC as having a "basic, concrete threat" level for Israeli visitors: southern Thailand from Krabi to Thammarat, and the coastal region of Kenya.

Ongoing Potential Threat

A region with an "ongoing potential threat" is one which should be avoided except for very necessary travel. Anyone in such a place should be extraordinarily cautious and maintain a high level of awareness of his or her surroundings.

Countries in this category, as per the NSC report, are: Libya, Oman, Mauritania, Bangladesh, Kenya (except for the more dangerous coastal region), Nigeria (except for the more dangerous northern region), and Tajikistan.

The Counterterrorism Bureau specified the particular threat to Israeli businesspeople who have dealings with business colleagues in Arab or Muslim countries.

Global Hizbullah Threat

Specifically singled out in the Counterterrorism Bureau's biannual report is the global threat posed by the Iran-backed Lebanese Hizbullah terrorist organization.

The NSC says that Hizbulla continues to blame Israel for the assassination of the movement's strategic mastermind Imad Mughniyeh. As a result, the report explains, Israelis abroad are in ongoing danger of attack or kidnapping by Hizbullah terror cells. The Counterterrorism Bureau specified the particular threat to Israeli businesspeople who have dealings with business colleagues in Arab or Muslim countries.

In light of the Hizbullah threat, the NSC report reiterated past guidance for Israeli businesspeople on the road in foreign lands:

  1. Maintain a high level of awareness and sensitivity to any unusual development.

  2. Absolutely avoid travel or stay in those Muslim or Arab countries named in the travel advisories.

  3. Reject any attractive or unexpected offers, and refuse to accept unexpected gifts or free entertainment from suspicious or unfamiliar characters.

  4. Reject unexpected invitations to meetings, especially in out-of-the-way areas, and be sure to arrive at meetings in the company of trusted escorts.

  5. Don't let suspicious or unexpected guests into your hotel room or living quarters.

  6. In the case of long stays abroad, vary your routine: periodically switch hotels; use alternating travel routes to your regular destinations; vary the restaurants and places of entertainment you frequent.
