Israel Police have issued fines to dozens of surfers on beaches in Tel Aviv and Herzliya, who flouted Health Ministry guidelines which do not allow them to travel so far from their homes, or to congregate in a public space.
One of the surfers refused to emerge from the water, confronted police trying to arrest him, and was eventually taken into custody.
