Director-General of the President's residence, Harel Tubi, has written a lengthy letter to MK Yariv Levin explaining why Binyamin Netanyahu was not given the mandate to form a government.
"We refused to transfer the mandate to Netanyahu, since he currently has no chance of forming a government," he wrote.
