Following the involvement of the mayor of Bnei Brak Rabbi Avraham Rubinstein, the leaders of the main Lithuanian stream of haredi Jewry, Harav Chaim Kanievsky and Harav Gershon Edelstein, have issued a halakhic decision that no minyanim [prayer quorums] are to be held, even in outdoor areas.
They added that people were not to learn in groups in synagogues or study halls; rather, everyone should learn in his own home.
